Statement on the Hong Kong Judiciary

The governing body of Gray's Inn is in full support of the matters expressed by our member and colleague, Chief Justice Ma of the Court of Final Appeal of Hong Kong, in his statement of 2 July 2020.  The independence of the judiciary and the rule of law are indeed cornerstones of the Hong Kong community, and form a critical part of the guarantees under the Basic Law. Judges are and must continue to be appointed on the basis of their judicial and professional qualities, and not in response to political considerations. Judges designated under the National Security Law must come from the ranks of the existing judiciary. Judges of foreign nationality, including the Non-Permanent Judges, are not and must not be excluded from designation. The listing of cases or appeals, and the assignment of judges, are and must remain matters within the sole responsibility of the judiciary.
